I will hold further judgment and buy the game to see whats going on (always can refund) but I have a feeling its not as great as CofTW. After watching beta gameplay of Fisher I cant say the same about it- if I wasn't aware I wouldn't notice any difference to be honest between f2p and buy to play versions.
